If I replace the RAM with (2) 512 DDR sticks, can each stick be 266 MHz or 133 MHz?

Yes, since it states "up to 233 MHz" that means it can use anything lower then the number stated. Now if you are asking can one stick be 133MHz and the other be 266MHz, the answer is yes you can combine the two but it is not recommended because it can sometimes cause instability. To get the best performance, make sure both sticks of RAM are the exact same type, speed, size, and manufacturer.
